I play as a soldier. I want to salvage the crashed probes on planets. It tells me my 'Electronics skill isn't high enough.; I don't even have it but Tali does. I take her to the pods, but I can't figure out how to command her to salvage. How do I do this? And, how do I get points for my squad members to spend on new abilities? I'm on Feros and they haven't had a single one.

A. Tali just needs a higher rating in the skill. There are a few landmark points on the skill's progression that unlock the ability to salvage and whatnot.
B. Your squad is auto-leveling. Every time they level up, the computer automatically allocates the points they get. You need to go into your options and shut that off--then you'll get to direct the skill points they get when they level up.

All you need to do is click on objects like normal and it will use whoever has the highest electronics skill in your squad. There are certain areas in the skill points allocation that will give you the ability to open average to hard electronic components, so follow RPGenius's advice to turn off auto-leveling so you can control when and how many points go to each skill. Most of the time, a higher decryption skill will do you better.
I think there's only two times when the decryption skill will be necessary to complete a couple of what I'd call ME1's version of loyalty missions. One will need easy decryption, the other will need hard. There's nothing storywise that requires electronics, I think, but it's how you'll get loot and repair the Mako quickly.

Your target number for decryption and electronics is 9 points in each. This will allow you to open any crate, probe, locker, etc. It will also give you master sabotage and overload. As a soldier that means dragging along Tali, Garrus or Kaiden.

And you don't "command" your squad to open up the probes. All you need to is to have them in your party and make sure they have enough electronic skill points. Tali is especially the best when it comes to this. Provided she's upgraded enough, with her as part of your squad, you can hack/open every single item you come across.
