For those who’ve picked up Kasumi, would you say that she’s equal or better than Zaeed? Does she feel as fleshed out as the non-DLC characters?

Kasumi has a LOT more dialogue since much of her mission is dialogue content... Zaeed's mission is 95% combat. Kasumi's character is well detailed.. if you make the effort to learn about her, there's a lot to learn (talk to her frequently aboard the normandy between story missions, various loyalty missions and side missions.. she comments on various things once you've completed them.. Zaeed does this too). Any time you finish a mission or quest, go talk to Kasumi and Zaeed on the Normandy... chances are they might comment on it.
Both characters will comment on things if you include them in your team during the regular game's story / missions.. Kasumi so far has commented a few times for me.. during Archangel's recruitment, on the Citadel... to name a few.
Very pleased with the work done in detailing Kasumi as a character.

I'll have to run through the game with her in order to make a full judgement. A couple things I have noticed though is that like Zaeed she will comment on other crew members and missions, but unlike Zaeed she can be put in a vital role *crap spoilers almost forgot*
As for combat from what I played I still prefer Zaeed with his Sniper Rifle and concussive shot (sure Garrus has this as well), but Kasumi's Cloaking attack is very powerful. Its downside however is that its hard to judge when it would be effective.

Kasumi DLC is much better than Zaeed DLC. And I really did enjoy Zaeed's mission.

Kasumi's mission is far superior to Zaeed's IMO.
As a squad member, she is ok. She died plenty, but she can hold her hold just enough so I wasn't too worried.
Her special is leagues above anything Zaeed has. Some enemies didn't even notice her after she used it.

I'm gonna go with Kasumi, because of her nearly-spammable cloaking attack.....both both of them have some awesome loyalty powers. Zaeed's Inferno Grenade is probably the best attack for dealing high damage to multiple enemies....and Kasumi's Flash Grenade is easily the best area of effect attack in the game when it comes to stunning and incapacitating targets.

The Kasumi content blows Zaeed out of the water - and I like Zaeed and his loyalty mission. Zaeed, while a convincing mercenary, is pretty shallow. He has his soldier persona and his stories of being a soldier - they are interesting and well done, but his personality is very bland.
Kasumi is the opposite, her story and her personality will captivate and intrigue you. You will really care about Kasumi's loyalty mission, instead of Zaeed's, which I personally never care about Vido, I only care about getting the AR upgrade from taking the renegade path.
Kasumi's interactive/dialogue/explore sequence blows the Zaeed content out of the water by itself. The Kasumi combat sequence is icing on the cake and is challenging and rewarding. You get to put Kasumi's skills in action in order to survive.
Lastly, I think the single best thing Kasumi DLC does is level design. The vistas, the architecture, the art and imagery, all AAA top notch full fidelity. I cannot give enough praise to the Kasumi level/world designers. Its not that I dislike Zaeed's world, I rather liked the lush and green setting, but the level design in Kasumi's DLC is some of the best in all of ME2.

I haven't picked up the Kasumi DLC, but Zaeed has a few advantages over Kasumi, outside-looking-in.
1. Kasumi wasn't shot in the head at point blank (nor could she survive that).
2. Kasumi references things (DAO, KOTOR, Tali fans)
3. Kasumi isn't Darth Vader.

Kasumi's loyalty mission was far better, but Zaaed's recruitment was way better (yeah yeah I know 5 seconds long and all). Both are pretty fun to use in combat so I'd say it's about even there. Character wise I'd say it's a tossup, really depends on your tastes. I think Zaaed and Kasumi complement each other very well.
Really I'd say neither is better then the other, as they both have overwhelming pros, and hardly any cons about them.

That's because it was developed along with, and in all honesty is a part of, the main game. It's like if they added Tali's recruitment or loyalty mission into the game after release as DLC. Of course it's going to be good. If not for time constraints it would have been part of the retail game albeit with full dialog.

I'm a big fan of Zaeed and his loyalty quest, but, well... Kasumi cost money, so the content damn well better beat Zaeed's, and it sure does. The loyalty quest is more varied, it has completely new and unique environments, and it's longer. Kasumi herself is definitely the more interesting and unique character than Zaeed, who's pretty much a stereotypical badass. I'm not sure how useful she'll be in combat, at least on Insanity - I've been bringing Zaeed everywhere with me because of the combo of Inferno Grenade for stripping armor and Concussive Shot, but honestly, I'll probably have to do yet another playthrough at a lower difficulty with a new character just to see if Kasumi has any more dialogue during missions.
Overall, Kasumi > Zaeed. Definitely.
