The level design and combat sequence for Kasumi's DLC is better, but I find it an unfair comparison considering her loyalty mission was given extra development time. Advantage of also getting feedback on the game after its release.
As characters, I like Kasumi and Zaeed equally. What they lack in interaction (i.e. dialogue wheel) they make up for in commentary. I haven't played through other areas of the game enough to hear all of Kasumi's lines, but Zaeed has one of my favorites. "No one walks away from torture unscathed. Not the tortured. Not the torturer."
Who is better: Zaeed or Kasumi?

Zaeed for me - his dialogue is great and just like him - brutal and to the point
Kasumi seems too fanboish.... a thief who steals for fun and used to leave roses behind and who can leap around like a ninja film hero.

I liked both, but Kasumi's mission and extra lore (Earth, Greyboxes etc.) make her better than Zaeed. I actually like her (mission *and* skill set-wise) better than Thane as sneaky character.

I was surprised by how proficient Kasumi was in combat. She didn't die on me once.
- As opposed to Mr. Massani, who curled up and croaked at least three times on Zorya.

no contest Kasumi. she still needs full dialogue but I just couldn't care less about Zaeed, Kasumi is pretty interesting and her fighting style is unique.

I like them both equally, their stories and missions are both interesting, they're cool characters.
I just wish we could have proper goddamn dialogue with them.
And their themes are both awesome, I wish bioware would release them :C

Zaed is definitely a cool character, but nothing about him is superior to Kasumi. She has a more interesting story, cooler design, a much better room, and handles herself far better in combat. Not to mention her loyalty mission is far more fun than Zaed's, which I consider one of the most boring missions in the game.

I like them both, but if I have to choose then...maybe Kasumi. But like I said, they're both cool.

I havent played with her, not sure im getting the DLC or not either, but I'm sure it comes down to who your main character is, class/skill wise. Miranda is the only teammate who is generally better for any given team for 90% of sheps teams out there.

I haven't listened to her on-ship dialogue yet, but not only do I find her loyalty mission more fun than Zaeed's, she is a much more likeable character than he is, IMO.

I have been playing with Kasumi today. On my first playthrough I gave her +weapon damage and her Deadly Shadow Strike.
On my second playthrough I gave her Reduced Cool Down and Rapid Shadow Strike, which means her Shadow Strike, when used by the PC, can be used repeatedly in as little as a 3 second cooldown. This means, in just the amount of time it takes for you to get an enemy's health bar down to 1/3, Kasumi is ready to cloak in and take them out. PC should shift focus to another target, repeat process, and as long as Kasumi always gets the kill shot you will always be able to use her power (almost) instantly.
Sadly, as awesome as this skill is, when I played on insanity Kasumi is really quite weak. If she can't cloak out of combat after Shadow Strike she will die very fast. But using her on Hardcore or below is very gratifying.

Zaeed could of been like Shepard's mentor, he's seen a lot of **** happen and has had combat experience since Shepard was a kid. But instead they just have him tell stories of his past missions by looking at his stuff.
