As much as I'd like to think that the Council, or some part of them, believe in Shepard, it just doesn't make any sense with how they treated him. If they did believe him but didn't want mass panic, they should have told him quite obliquely "You're a Spectre. Go do what Spectres are supposed to do." Instead, they tell him to take his crazy and play in the Terminus systems.

So instead, I like to think that there are people outside of the Council who believe Shepard. He just can't find these people because 1) he's concentrating on the Collectors, B) these are people working outside of the Council's radar, iii) his sole information source is the Illusive Man. There could very well be a Salarian faction that has decided to dismiss the Council's dismissal of the Reaper threat and are working on preparations on their own.

Already had a thread on this and an aside in one of the Council threads.

Mordin mentions it so casually, that it's obviously a very poorly kept secret in the STG.

In 1, the council becomes aware that Comm is monitored by both Heretics and possibly Sovereign. Even if they believe Shepard, they likely have no intentions of broadcasting anything that's going to draw attention to themselves.

If they were actually concerned about Shepard's ties to Cerberus they would have arrested his ass for sedition as soon as it was known, and if they were SERIOUS about, they would have had the Alliance bring him up on trumped up dereliction of duty charges just to keep him mired in red tape. Instead they give him cart blanche to go to the same areas near where the Leviathan was found, and he would have never been allowed to land on the Citadel on the first place. I mean seriously. They know. Probably not nearly enough, but thye know.

This.  The Salarians are likely preparing for something nasty to occur, but as to the Reaper threat Shep talks of, right now theres more evidence that doesn't support it well than backs it up completely.  As the audiance, we know whats happening, but as the leaders on site, the Council doesn't have all the information we have.

The Salarian councilor acts like he knows Shep is on to something, and that something is of galactic importance, but as a representative of one the the galaxy's more influencial races, he can't give full support unless he knows dammed well that Sheps nightmare scenario is indeed accurate.

But when that information is finally available, I expect the Salarian councilor to flat out come down on the others if they keep ****footing around.  REmemeber, Salarians don't roll the dire like humans do.  They gather information and make a measured, precise response that 99% of the time is spot on and devastating.

They're not quick to massive action, but when they get the intel they need, they move fast and hard.

I can't really read the Asari councilor's stance, but the Turian needs to be flat out sent home in discrase.  Ignoring information just because you dislike the source is not something political leaders, or any sort of leader at all for that matter, is allowed to do.

Anderson is a little too much on Shepard's side.  Showing support is one thing, but Anderson is a little too friendly with Shepard and open to her information for the other Councilors to take him at face value.  Honestly, it's a newbie mistake made by a novice political leader.  However, if he lives, he'll learn.

Udina is an air-theiving waste of space and flesh.


Having just become a Spectre again in ME2 and listening to the Council's excuses for not preparing for a Reaper threat, I'll just like to say....you're thinking too much.

They're just struck with plot stupidity so there's no other option for a Paragon Shepard to take. We must work with Cerberus because everyone else in the universe is either too stupid or too self-serving to help.

However, I now want to see the Salarian councilor slap the turian councilor in line now.
