The House and the Senate votes must reach a certain majority for a bill to pass or not to pass, a bill cant be passed just by winning by one vote, but a large majority.
I'm Canadian but I know that's not the case (assuming, of course, you're talking about the US federal government).

Despite some of the cries of "that's not democratic!" when talk came to a simple majority in the recent health care debate down there, the simple fact of the matter is that a simple majority (one vote) is all that's needed to pass a bill. In the case of the senate where there are two senators per state regardless of population, there's a total of 100 senators. If there is a 50/50 tie, the deciding vote is cast by the President of the Senate - a title belonging to the Vice President of the United States.
The reason there is so much confusion lately is because of filibusters. It requires 60% of the senate to vote to invoke cloture and end a filibuster. That's why there was such a big fuss over the Democrats having 60 seats in the senate and why the Republicans worked extra hard to win one away (Scott Brown in Massachusetts).
And no, I didn't learn any of this from Dragon Age.

What did I learn from Dragon Age? Except for a couple here and there, the only children in Ferelden live in Dalish Camps, and even then they're all around the same age.
