So, I've recently started a second playthrough and would like to move my skill points around a bit, only problem is that the Retrain option isn't on the Research Terminal. Is this because I am importing a previous ME2 save or do I have to reach a certain point in the game.
Any help would be appreciated,

The retrain research project is only available after the Horizon mission i think(even on NG+).
