As nice as it might be to dream about that, they won't. From a copyright standpoint, they can't condone unathorized use like that. That's not to say individuals don't appreciate what some fans have done, or might not use other's ideas as inspiration, but it'll never be anything official.

Edit: They can credit techincal things without any problems. It's when you infringe on the intellectual rights that things get sticky. They can thank the community and whatnot, or even hire members of the community, but it would set a very poor precedence to take ideas from an acknowledge works that infringe on copyrights.

Also a big thanks to Bioware for letting us play with their toys. There aren't a lot of companies out there that actively encourage FF and art based on their ideas.

(this is based off of a couple recent heated debates over the subject of fanfic that I've read recently)
The fact that Bioware/EA condones this kind of thing (putting a forum up on their corporate owned website would constitute condoning, yes?) means that they don't intend to use these characters anymore*. If they did, I doubt they'd allow it so openly. I know that'll make some people happy, but me? Not so much.
Where this kind of thing gets sticky is if someone hits on a plot point that Bioware wants to use in the future, and the person who wrote it can then try to legally get BW to pay them for the idea. Then we enter into Lawsuit Territory, and well yeah. Fugly stuff happens.
Whatever they're planning will involve characters we either haven't met yet or are related (see: GodBaby) to the ones we know. The existence of this forum, to me, proves it.
If they're reading, it's for purely recreational purposes only. Just like you and me.
*Someone mentioned upthread the lack of a similar ME forum. That too falls under my logic, I think. They intend to use Shep again. The DA crew? Not so much.

Another piece of my logic that I didn't mention which lead to my conclusion was reading an interview with David Gaider online the other day (bugger it all, I don't know where it is now) where he was talking about Awakening pre-production... in early 2009.
That means, if the insert we got with Awakening referrs to the sequel (I have a hard time believing it means
anything but) and not another expansion, it would have had to have been in production for quite some time now. And that, to me, means a whole different setting and different characters. I suppose I could be wrong on that, but it casts a lot of doubts from my POV.
