on the DA Builder page on Voiceovers (link), it makes it very clear that one should be able to integrate voiceovers by placing them in the override directory named after the StringID without the need for fev and fsb files:

"The wav file's filename must be of the form "[LineID]_m.wav" with [LineID] replaced by the ID number for the conversation line's string table entry."

"you can dump .wav files anywhere under the toolsetexport directory and they will be picked up;" 

however, I have not been able to do this successfully, although packaging up in fev and fsb has been successful. Has anyone else successfully played wav files from their override without the need for fev and fsb? I would dearly like to know since my solution requires the files not to be packaged up.

alternatively, a method to convert wav files to fev and fsb using command line would work too.
