Though that said, it would be pretty hilarious to expect some huge, grand city and wind up in (if you will pardon my language) the asscrack of nowhere instead.

Miranda is one of the few earthborn characters in ME and thus it makes sense (assuming shes still apart of ME3 and has another loyalty mission) to not double up on development of Earth locations.
According to one of the Cerberus News Network items, there are a bunch of smart scientists in Australia. Possible locations for HQs of those large corporations.
My preference would be Sydney. Its easily the most iconic and internationally identifiable of any of the Australian cities and there are plenty of great views to use and theres a great harbour as a backdrop.
