I think that Miranda can't betray  Shepard because if ishe really was so loyal for Tim and Cerberus she not allow the destruction of the colector base because on the coloector  base was reaper technology which is very important to Cerberus and Tim .
 Miranda is loyal to Shepard because she knows that he is the only person who can stop the reapers. And in loyal mission Shepard saved Miri sister not Cerberus .
