I think taht miranda  could't betray Shepard because 

*if she was really loyal she did't allow for the destruction of the colector base because in this base was  reapers technology which is very very importat for TIM and cerberus 

*in me2 only one person saved miranda sister and it wasn"t  cerberus but Shepard and from that time she is loyal for him 

* she and TIM knows that Shepard is the only person who can stop the reapers


but this is only my opinion .
