As I said, the user Momochi1824 is spamming the Steam forums (65 posts by the moment) with his referral link for gain points.
Here are the proofs:

Well, he blocked me and I think that he user get banned or he blocked me on Steam forums also. Btw, I uploaded the screenshot with the proofs. You can see the links that he posted =P

Whatever he's doing it would be up to the Steam forum moderators to punish him, you should PM them. Bioware/EA can't do any more than you to control what happens in other forums.
