Does anyone know? It's supposed to be a random encounter on the map, and yet across two playthroughs of walking back and forth I've yet to, well, encounter it.
How do I trigger "Velanna's Exile" personal quest?

It is called a "random" encounter for a reason.

When it's working as intended...
When she is 28+ (Warm) go to Vigil's keep throne room (you know with your storage chest and the rune vendor), and Velanna should have an arrow above her head. If you highlight it with your cursor on the minimap should say something like: "Velanna's Exile". Talk to her, should be a conversation about how much lore and history the Dalish have lost.
Go to the map, pick a location to travel to and it should auto-trigger. Will be a very tiny area with 3 Dalish elves standing about.
If you could call it a quest really, more like personal conversation.
