Seeing how he's got the broken neck going, I'm going to go out on a limb and say it's dwarf specific dialogue at Ostagar. It;s been awhile since I've taken a dwarf through, but I'm positive I got that line then.
Dwaf commoner, when you first meet him and he says you must know alot about darkspawn and you tell him "people like me aren't trusted with things that important" or something similar.
