You can change the refresh rate on all Windows OS, old or new. That you only have 75 Hertz it's probably because of the monitor. I have no idea.
Yeah, you can change refresh rate for all Windows (XP, Vista, 7, etc). Sometimes your monitor and/or video card can't handle the higher refresh rates and will limit what you can see.
Also, the higher refresh rates are really just for CRT monitors. Then they
really make a difference. My CRT at work has noticible flicker at 60 or 75, but looks wonderfully smooth at 100.
For LCD monitors you really don't get a choice of refresh. They're usually at 65 refresh rate. If your LCD monitor is flickering it usually will either be the connection, the video card or a feedback loop (try plugging it in somewhere else, or moving other electrical equipment away from the monitor).
