Well technically the strategy there was Loghain's.  If only they had waited for more reinforcements before carrying it out.  Cailan just got impatient and Loghain got paranoid and well...it ended in tears.

Well you can't deny he's a donkey though.

Ha, well I figure it was a front, plus a habit of his to be the charming roguish type.  He was obviously a strategist.  If he wasn't, Loghain would not have risked the entire country to prevent him from cementing relations with Orlais.

in that case i blame the devs they wrote it that way poor cailan was innocent

But Loghain didn't know about that (he seems quite shocked when he finds the letter in RtO) and him plotting alliances doesn't necessarily mean it would be in Ferelden's best interest so who is to say he was a good strategist?
