Yes, he alway expresses forcefully that he wants it if you ask him in the "Warden decides" scenario. I guess it would make a difference if he was being forced to take it by you conscripting Loghain.
Edit: Though if you probe a little deeper in that "what do you think I should do?" conversation with him at the LM, it's obvious that he's telling you he wants to be king because he thinks it's the best thing to end the Blight and not because it's what he personally wants. Which is not what I'd expect of Alistair anyway. He's not going to turn around and become a power-hungry guy, hardened or not. In my view, that very fact makes him the better candidate.
