Hmm... that's interesting. I never remember getting any persuade nor intimidate options with Howe during my two playthroughs as a HNF. Which would be fail on her part, having gratuitous amounts of Cunning and all... '8D Will definitely need to play around the dialogue options in this run.
You get an approval bump from someone if you do that persuade and then pick the right response afterward. I can't remember which one--something noble leadery, as I recall. I can't remember who you get the approval from either....
