I would say, incorrect. When the Couslands rose to power, there was no teyrnir then. Highever did not become a teyrnir until the Black Age and the werewolf threat. Banns under one of the Couslands (Haelia or some other dude, codexes conflict) swore fealty to the Couslands, elevating them to teyrns.
