I haven't really done enough playthroughs with different classes to have an educated opinion on this, but I'm guessing the addition of the Locust goes a long way towards making the SMG/HP-only classes more viable for Insanity because of its effectiveness at range.
mhh, i think it's rather aimed at the veteran difficulty, because it takes quite long until you get a decent normal weapon as a pistol/smg only character. furthermore you already start on insanity with your lv 30 character and all of your chosen weapons which effectievly makes a secondary weapon out of the locust
