Actually if you read the codex, it says the statue was rebuilt almost immediately.

This is also linked to the reduced educational level in the fields of science and maths in the prior powers, both required for engineering/medical R&D. The 3rd factor is the low comparative cost which creates a large incentive to for good qualifications in those fields. "Hunger" would be a description for the psychological response. The final factor is a viable supply of non labor resources. 100% resource fufilment is not required but the resources must be sufficient to kick start the process
Replicating europe and america's history, this should be repeated by asia in another ~120 years.
Forgot the conclusion. This points to the next undeveloped area as one that will rise as africa. South america is interesting as they have a green revolution but stalled from there.

The capital of the Systems Alliance is Arcturus station. While technically Earth (and also most other human colonized planets) is still ruled by independent Sovereign nations whom the Alliance has no official authority over, the Alliance is clearly the most powerful human political body and wields far more influence than any nation does.
That said, I think if we go to Earth we should go to some completely made up city that has become important by 2183 but doesn't actually exist in 2010. If we go to Earth at all.

No, it means so far as I can tell you didn't even talk about Africa except to say that you "forgot the conclusion", which doesn't strike me as a sound line of reasoning in the slightest.
That, and discussing the history of superpowers is hardly evidence for anything since the simple concept of a superpower was not possible for the majority of human history because it requires easy communication and transportation throughout the globe which is only a feature of the last 70-80 years or so. The only two superpowers to ever arise thus far are the United States and the Soviet Union, and their interaction is the only clear piece of history we have on the subject. One example is not a trend from which anything can be realistically extrapolated.
