Okay, here's the thing:
Whatever BW/EA tries, next Bazaar will probably STILL be blocked for people from a couple of countries if the prizes are things like video cards, copies of games, t-shirts, etc. Some countries simply do not allow lottery like systems without someone officially certified to look whether it is done fair or not. Some countries simply do not even allow any kind of lotteries except from one single state-owned organisation. Yet other countries allow for lotteries, on the condition that a winner can claim his reward in real money rather than an object, usually around 50% of the real value of the object.

Yes, yes, I know, the bazaar is an auction, not a lottery. However, some of the methods that were used to aquire points CAN be considered lotteries. And since the rewards from the bazaar could be valued in RL money, in those countries, the bazaar as a whole would be deemed a lottery.

So, what could we possibly suggest to make the Bazaar available to *everybody*?

It's fairly simple, really: create DLC prizes for a world-wide bazaar. Upon winning the bids for a bazaar reward, the DLC is immediately placed in the Registered Game Promotions folder of the account. So, NO registration codes to activate the DLC, NO possibility to transfer the DLC to anyone else or to "another account you have". It's simply available to you, nothing else. The DLC being untransferable will have the nice perk that it's impossible to assign a rl value to it as well. One might transfer the entire account with the unique DLC, but that would be breaking the TOS, and as such, would not be a legitimate valuation. So, effectively, it would be an easy way to create a Bazaar that's legal everywhere.

Types of DLC that could go here are:
-More outfits in one or more games
-A unique quest or two
-Special weaponry
-Already existing DLC that some people may not have aquired (like the poor sods who bought DA:O second hand and didn't get Stone Prisoner )
-Special maps or locations (how about Rembrandt's room where we can pose Morri or Leli so the master can make a nice painting of her from an angle we pick? Would certainly be a nice project for both the programmers and the art team to make some rendering filter like this). For ME there could be a similar holo-room ofcourse

Anyway, what I'm saying is: if it's not transferable, it becomes a lot easier to let the whole world enjoy it.
