I can’t begrudge the alluring dance that Kelly performs for Shepard. It can only occur if you build up a romantic relationship with Kelly, Shepard can’t be in any other relationships at that time, and it is in done privately, solely for benefit of the commander. I find the episode intimate, not garish.

Having lurked about the various threads a bit I've noticed there's a tendency to depict Kelly as being somewhat...how should I put it?...loose?
But considering what you have to do to actually romance her would suggest otherwise. You can't be in a romance with any member of the squad, though, apparently your ME1 romance is safe. Although I do recall from somewhere that you have to break up with them, though maybe that's just Ash/Kaidan and not Liara. Also you have dinner first! (I don't think the other romance options ever had a dinner scene. What follows after that is another matter.)
The question is this: why that reputation?
Seriously, it puzzles me somewhat.

Hm...thanks for that. It makes sense. Though it keeps with her character as she is supposed to be the ship's councilor (?)/resident psychologist. And since she reports to Shepard about the crew's mental state... well... lying won't be of much use.

Came back to the game months later and decided to go back and save Kelly - much better having her sunny self around post game
