Male Quarians didn't exist in Mass Effect 1 because there are hardly any Quarians outside of the flotilla.
I don't doubt Bioware's art department was limited in time to develop female counterparts to each species, but it is because of that that they had to incorporate this limitation and pass it off as species having a patriarchal culture.
You believe BioWare would actually put that much thought into not putting females in the game? They didn't create a patriarchal culture for every race, they wouldn't even put that much thought into it.
They didn't do so for the sake of just keeping females out. They did so due to time restraints. Every game has some ideas cut before the final release and in Mass Effect's case it was female aliens.
Rather than just leave it inexplicable, Bioware worked around this time restraint by designing the alien societies with a patriarchal backround.
I guarantee you that one of their higher-ups just said, "Well, leave it the way it is. No one will notice."
You know, Anaal Nathrakh is my favorite band and I have a hard time understanding you. That should probably tell you your entire point is invalid.

But seriously...I know people will **** and whine about Asari being mono-gendered and not really female. But look at them...they're women, in every sense of the word. The only difference is how they mate. And they can kick your ass along with every other alien species male or female.
