Female Shepard is a capable soldier.  However, at first glance she is just a woman with no remarkable features.  There is nothing about her that is intimidating.

Shepard's enhancements can't be that great.  Most of the cybernetics were mostly for replacing vital functions which no longer could sustain biological viability.  The Illusive Man wanted to bring her back just as she was after all.

I'm sorry, what I meant to say is that it is an impossible for a natural woman to bench press as much as I do.  Inject a woman with male hormonal juices and sure she'll get some male power.

That's naive.  Estrogen cannot maintain the kind of muscle mass that testosterone does.  Women just lack the chemistry to be anything more than girl-tough.
Still, girl-tough is stronger than some men.
