I know this post is old but i had the same problem with both dragon age and fallout new vegas and what I did was closing and later deleting KMprocess.exe which is part of the mouse driver and now it works perfectly!

Has the same problem here as mention, and the only way i can get it to work is to hold down SHIFT while clicking in game. Then i can move and interact, but as soon as i let SHIFT go i'm stuck with moving cam only.
