Would The Collector's been a more interesting nemesis if they weren't just "mutated Protheans"?

The "reveal" about the protheans reeked. It was guessed miles away. But besides that, it was glossed over just as quickly as it was mentioned.
I wanted the Collectors to be a slave race created by the Reapers or a group of races converted into Collectors. It was a twist for the sake of a twist. Bioware got lazy on that issue.
ME2 emotional resonance doesn't come from the plot, but rather the characters. Is that a good thing though?

Vigil mentions that some of the Protheans were enslaved by the Reapers, however he also states that the Reapers left them and they became mindless husks. Um. You realize without Vigil you wouldn't have been able to save the Citadel from Sovereign and Saren taking over? I'd take what he said pretty seriously. He did mention that each cluster of Protheans became isolated, so I admit that given the information in the first game "the mutated Protheans" as Collectors is plausible if not a bit of a stretch.

ME2 did have better character development. Considerably in some instances. The lack of a compelling nemesis made the game less impactful, though the allegiance issues with Cereberus was fairly interesting.
Harbinger was a fruit cake with a "scary" voice.

What allegiance issues? There was no issue, you work for Cerberus.
