In order to make the mass relay functional. It has to be created in a pair, right?
Then how can the prothean travel through the conduit to the citadel?
Because, even if they create an another mass relay. They still need to be inside the citadel to place another mass relay that is linked to the conduit.
Is it possible for the conduit to be linked to any other relay. At least the citadel itself.
Understand me?

I'm honestly not too sure what you mean, but the Conduit on Ilos is somehow connected to the one on the Presidium at the Citadel. It's basically a shortcut to the Citadel. I don't think I know anything beyond that; sorry.

The conduit is a mass relay on Ilos, linked to the mass relay on the citadel. If you remember there's a mass realy on the presidium that everyone assumed was just a model. That's your pair

Been a while since i played ME1, but the conduit pair was built before the reaper invasion if im not wrong. They were researching in citadel/mass-relay technology enough that they managed to build their 1st pair of mass relays shortly before the reapers came. Lack of information on Ilos and this classified project probably allowed it to avoid detection.

The mass relay technology is a network. Each node can be connected to at least two nodes for sure. At least that is how it works on the galaxy map. It allow you to travel from one star system to another star system like a frog jumping from one stone to another. You can't jump from node 1 to node 10. At least that is how it is in ME 1. It's not exactly in pair, but more like a chain that can be expanded and perhaps crossed over.
The Prothean pair is a exception because that was experimental prototype. It's entirely possible that a mini version of a mass relay can be constructed on each world for inter planatary travel. This is of course assuming the technology works the same with the giant system to system relays.
