It's a Firefly reference. One of the characters, Jayne, has a favorite rifle and her name is Vera.
I also laughed hysterically when I read that staff's name.

Speaking to Lanaya in the Dalish camp, she quotes a line of elvish poetry to you, then finishes off with a giggle and '...but you don't need me to quote poetry at you.'
Lanaya's voice actress is the one that did Ashley in ME, and she quoted poetry to Shepard on more than one occasion.

When you talk to the Quartermaster at Ostagar--he asks if "You've seen an elf running around."
You can offer to assist him and he says, "I wouldn't ask a stranger to do such a thing."
Similar thing happens (Sulcher's Pass, maybe?) where the merchant tells you that his cattle have run off...you can offer to go look for them and he basically says a similar thing to the quartermaster.
It's a nod to the silly fetch-quests that appear in a lot of RPGs, I think.

After choosing a king in Orzammar the town crier of whoever the winner was, spouts off the news regarding the fate of the loser (either Bhelen dead or Harrowmont sentenced) and ends the announcement with "Epic fail."
