I'm not sure which to keep them equipped with. Usually I give them both the Incisor Rifle and the Vindicator, even, if the purist in me thinks Garrus is more the Mantis type of sniper, but which is better to use on them for the most part? Have them tend to use Vindicator, or Incisor?
Zaeed and Garrus-stick with Sniper rifle or AR?

I'd go with vindicator if you're using squad cryo.
Mantis if you're placing squadmates back, and going forwards to draw most of the enemy fire.
Incisor never, 'cos it breaks the game.

Im now on a infiltrator runtrhough insanity and im taking allong zaeed and garrus both with snipers too 
Its pretty fun so far. Far as effectiveness goes... They tend to stay alive longer with the sniper as they dont stand up for 15 seconds to burst the gun... they shoot and go cover most the time
If they arent dying, the AR does give more dps tho

This. Moreover I gave him the Mantis in hopes that it keeps him in cover more.
Only problem with him now is that he occasionally killsteals.

I have them both on sniper duties. However when they're both in my team (against blue suns and geth usually) I have Zaeed use his Vindicator.

I couldn't keep garrus alive with a medigel fountain strapped to his back.
He sure likes dying.
He's good with the mantis so long as he is approximately 27 lightyears from his target. anything closer and he drops like a drunk Elcor.
I usually give Zaeed the vindicator, though he seems to fight better with the Default or the Geth rifle, surprisingly.

My Garrus seems to think he's Grunt whenever I give him a Sniper rifle...
He always charges in ahead of me...

IME, Zaeed and Garrus don't do that well with Assault Rifles or the Mantis. They do great with the Viper (subjectively 2x the damage compared to the Vindicator and quite a bit better survival rate).
