I'm doing a Renegade Vanguard run to import into ME2. My intimidate is currently at 10/12. My Renegade bar is full up to the final section of the meter, but the last two ranks of intimidate won't unlock. What gives? I'm almost positive they were supposed to open up much earlier than that.

Charm and intimidate don't go all the way to the end, much the same as Spectre training I believe.

The last Two bars unlock when your renegade meter fills up and there are less then four bars remaining. that is how it always worked on my runs. Pretty much around the time you get the Renegade quest. (I think)
