^ Which I now realize was probably a mistake. The specific dlc is return to ostagar, I can play it online on my console but can't get it to load offline. I've tried deleting it and redownloading it and all that. Does anyone know of a fix for this or am I SOL?

You are correct. The DRM ties the content to the box in addition to the XBL account. In future, when you want to borrow someone else's Internet connection for XBL, take your entire box and hook it up to their network. That way everything behaves as it would if you were connected at your home.
You might contact EA or Microsoft to see about authorizing the DLC you've already acquired. There may be some way you can fix the issue without tech support intervention, but I've never needed to research the problem myself.

On a similar note, I recently had my box die on me and will be replacing it soonish but am I to assume my files on the HDD are going to be useless?

No there is something called license migration, which will allow you to transfer all your licenses for content from the old box to the new one. I have not gone through the process nor know much about it but I am sure you can google "xbox license migration" and see what pops up.
