I think voice acting is at least as difficult as acting. In someways, it's even harder. It is kind of hard to summon an emotion when you have a microphone to your face and no ambience to conjure it.
Its kind of like talking over the telephone, you have no way to convey body language, facial expressions et to accentuate what you mean. It would be harder doing voice overs I would imagine.
Try talking in a language not your own on the telephone...(did this when I was learning French) and getting the other person on the other end to comprehend what you mean..without seeing your face.

Oh one other thing..old trick taught to those that work over telephones all day, use a small mirror beside you to make sure, that when you are smiling..(try to smile a bit at least ) the smile comes through in your voice.

It makes for a more pleasant conversation. hehe
