Someone can correct me if I'm wrong - as it's been a long time since I was actively modding these scenarios - but I don't think you can use Mordin to get Mordin on the 360. I've done his loayalty mission with Liara and Miranda and that worked but I think the RM is a no go.
You can make any one of the later squadmates "selectable" for Mordin's RM and he will even have specific dialogue for Tali, Samara, and Thane at the lab.
I'm pretty sure you can't use Jack to get Jack on the 360 either but as Pordis already mentioned you can definitely use Legion to get Legion. The other RMs are hit and miss - more miss if I remember correctly - on the 360.

I've saved my modded save into my folder on the desktop and injected it into the file contents tab on modio. Do I "save to device" then rehash and resign or rehash and resign, then save to device? Really don't want it to get corrupted.

Always always REHASH AND RESIGN and then after SAVE TO DEVICE

I would change one thing. I would move or copy Smart Tip #1 (backup), earlier to where you show opening a career file in Modio. At this point I would put a note something like this:
*Smart Tip: If you have never made a backup of this career, click on [Show File] and Copy---do not move---the career file to your backup directory. If your career is ever corrupted, you can use a copy of this career file, along with your game saves to recover.

No, you need to pay for DLC. This only mods the save, not the actual configuration files. And you can't get DLC from modding that either.
