For reference, the pc/xbox save converter website needs a password that's longer than 4 (or perhaps more) characters in order to work.
For the purposes of importing, the blank container file linked previously works without doing anything to it other than injecting your desired saves.

I have finally imported a single save into the game and the decisions sounded okay on the import screen, but I was just going from memory.
Edit: Finally as in got around to it, not as in having trouble btw. I only encountered the face import issues, which did not surprise me since it was a modded face.

I'v just tried it so many time and different ways that by now I'd expect one of them to work. So, If anyones out there that thinks they could help please please do, it would be greatly appreciated.

And every time I try to use the save then in ME 2 it freezes or says the files are corrupted. And when I try to load it with ME 3 it most often just doesn't even see the save or it says it's corrupted. It's just getting very frustrating especially since it seems so simple.
Use Modio 3. It works and although v4 has worked for ppl it might have issues depending on the build you have.
First just try copying your save without modding back to the xbox. Inject it into the career with a different save name.
So if your save is Save_0001.xbsav inject it back without modding as Save_1001.xbsav. Rehash/resign and save to device. Eject usb from pc. See if me2 will accept that save properly. If that doesn't work, we need to investigate your process of transferring to/from xbox.
If that all works, then try a simple mod like a name change, or increase credits. Inject back as a different save and see if it loads up in xbox.
N.B.: If the transfer in test one above doesn't work. Try loading a different career in me2. Then put your test career back on the xbox and try loading it. Sometimes the game seems to try autoloading something in the career file that seems to mess it up if it has changed.

There are lots of me2 saves on masseffect2saves.com with the major decisions listed. I think they may also have partially completed game saves there, so just make sure you get the completed games.Literacy wrote...
Is there anyone who has a WORKING Xbox ME2 save that can be imported? If so, upload it somewhere so the rest of us have a good starting place. A lot of issues would be solved, I think, if the actual creation of the save wasn't so iffy. It would be simple to just edit the particular choices and then inject it into the USB without having to figure out how to convert/create the save itself.

I've done this and it works, with modio 3 and Gibbed r1b8b.
Just some things to check, as the first few times I did it, it wouldnt show in ME3, until I did all of these things:
1. Make sure you tick all the Gibbed flags you want under both ME1 Imported plot table and ME1plot table.
2. Make sure if you're romancing anyone you also edit the values tab to have that someones value at 4.
3. Make sure you have your class and background set in values even if Gibbed is already saying elsewhere that youre an Earthborn Soldier (or whatever, the notes tell you what values you need to enter).
4. Make sure to enter that you scanned 21 keepers if you're flagging completion of that quest.
5. I assume if youre ticking flags to say you pushed Garrus towards C-Sec or anything else that also appears under values then you must also set those values correctly.
6. Only tick options 1 and 2 for Conrad Verner, theres a note somewhere saying not to tick the Renegade value.
7. Make sure you have the 'played ME1' flag ticked.
If the above doesnt help then I would say the problem is something other than the options you're selecting in Gibbed, and is instead something to do with injecting, rehashing, transferring etc. Its incredibly frustrating to get so close but then not have it show up in ME3, I know, it took me hours to get it right.

Pordis, I followed the instructions, but ME3 isn't seeing my game. I almost certainly messed up somewhere, so help would be appreciated.
I opened my USB drive with Modio (explore device):
I have this folder structure:
- Saves and Profiles (Content)
-- E00007b...
--- Mass Effrect 3 (4541095D)
--- Mass Effect 2 (454108CE) [I added this directory manual]
---- Saves (00000001) [This is under the ME2 folder, created manually as well]
------ dan.xbsav [I also added a folder here with a name that Mass Effect saves said to use and then put the dan.xbsav in there to see if it would work]
From here I popped it into the 360 and tried to load the game, but it wasn't there.

Pordis, I did what you said, but it's still not finding it on the 360. Do I do all of this in the explore my device? Do I have to do anything else afterwards? I changed the name to Save_0001.xbsav and I put it in the Saves folder, but it's still not finding it.

Your directories are just the numbers, right? You are remembering to rehash/resign? Modio loads the career to device without error? Do you see the game save when you look on the xbox storage->usb->games->mass effect 2?imthedan wrote...
