Well, the game seems to have similar naming conventions to other bioware RPGs:
for instance, NWN had the game_itemtype_slangtermforspecific/numbered generic
The command/cheat console in that game also required perfect spelling.
From a practical standpoint, it seems like the current list of available weapons in the locker, armor, or even clothes in storage should all be somewhere in the save file. They'll vary by savepoint, not career, and it doesn't make sense to have that stuff in some ini file that's separate (which you'd think would contain global variables, unless there's an ini file for every save, which would be very inefficient). I would think there'd just be a flag like "has claymore". Some games put ownership of multiple items on a single variable if there's a really small number, but with the DLC style of adding weapons - flags seems more practical. Alternatively, storage in the save file could be a set of variables, one for each weapon type (0= you have predator, 1= pred and carnifex ; 0=you have avenger, 1=you have avenger and vindicator 2=avenger and collector..... etc.).
The behavior described earlier where you're "forced" to get guns you avoided picking up suggests flags to me, like there might be a check on "have vindicator" after a certain quest, and if it's no for whatever reason, bam... they give it to you then.
The PC tweaks bear this line of thinking out, the PC ini alteration is actually a key binding:

The idea being, make it so a game variable changes to "1" when you press a key. Wpn_AssaultRifle2 should be a flag in the save file, I take it's just not currently in the editor.
Clothes might be an exception, I don't think the other outfits that we've seen were ever configured to be worn by players, and the core game never actually alters your clothing options... so modification to add those would conceivably be outside the save aside from DLC.
Sooo... conceivably that could be added, the gun-stock modifier that is, and armor modifier. It just hasn't happened yet.
