I can't seem to get Gibbed's Save Editor to work. Is the download link on the front page correct? It is not an .exe file and is defaulting to Microsoft Visual Studio.
Also is there anyway I can tell the game to give me the right import bonuses (credits for being rich and stuff)?

No, I don't think it's possible. I think that Liara especially in ME2 has a different modeling architecture, and that's why we run into the glitches we do during cutscenes. It's our lack of access to the ini.exe file that keeps us from it

Yeah that's the fastest way to create a new game with customized choices it only takes about 15 or 20 minutes and most of that is the intro movie twice. I've never used the blaze of glory setting, I don't know why Gibbed put it in.

also you could change the class which would be the better way to do that on a me2 to me2 transfer. I really hate myself for not knowing this earlier, lol
and 1000 is fine for the paragon and renegade settings. I think that maxes it out but it might be 2000 but 1000 is more than enough to get it started
and that's another one that caused me fits as I could never get the trigger to kill samara as a femshep.

I think you're right, although the cutscenes don't really "glitch", they work fine, Liara is just not where the 2nd squadmate should be (that's probably what you mean though). I think she might actually be in all of them it's just that the camera often doesn't show the right angle. In Thane's mission when the Merc talks to you and the camera is looking over his shoulder you can see Liara standing way in the back by the elevator. I've spotted her in the background of another one too but I can't remember which one now.
I don't think there is ever going to be a way around having to mod her into the beinning of each mission but it would be nice if there was an alternative to my "teleporting" with the location field method because that way doesn't really progress the game forward because each mission is starting from the same plotflow point in time where you made the original Liara save.

And I know, I hear you say "Priestly, I only moddified the X" or "I only changed the Y, so that cannot hurt anything" or similar. THAT DOES NOT MATTER. Anytime you start mucking around in teh game and moddifying, adding credits, changing appearances, altering anything it MAY have an unexpected effect on future Mass Effect content.
You are welcome to do any modding you so choose, but you DO IT AT YOUR OWN RISK.

Thane recruit (must save in front of wounded Salarian with A button highlighted)
Garrus recruit (must save in front of Cathka Assistant with A button highlighted)
You must immediately save when the game puts you in the level - don't even take a step unless otherwise indicated. Liara plays perfectly with no bugs or glitches on all missions thus far. Her weapons are also moddable.

About 3/4 of the way down page 75 I posted instructions - there are some limits to what can be done too.

I want to start a NG+ with a new character. I was going to create one, mod it to level 30, change some ME1 choices, say I lived to fight another day, and import it. My question is that I want to play through it (An Adept) starting with the Assault Rifle, but if I add it will that mess up my option on the Collector Ship? (I will pick Assault Rifle training anyway) Or, is there a way to edit what weapon I "picked" in the original save?

Thats not a bad idea i think i will do that, i will have it done hopefully by friday.

Adding an assault rifle at the beginning of the game won't really effect anything on the collector ship. The only thing that might happen is if you modded the rev onto an adept - when you pick the assault rifle on the collector ship it will replace the rev with the assault rifle you are supposed to have and you will have to remod the rev.
