When I talk to Captain Garevel in the virgil's keep throne room and ask him about the arling he always mentions that there's chaos in the wilderness, is there anyway to fix that? some sort of side quest? if so where do I start it?

There's nothing you can do directly about it...it's more just to give you the plot scenery (things aren't great) than for any actual "situational awareness".



Other than the Seneschal, the other two in Vigil's Keep each only have about 2 things to say that actually matter AFAICT and once those are done they just have the same conversation options and the same replies.
