You can get to the area behind the manor house where there's a fair bit of loot and possibly (my memory is a little fuzzy) one of the dragon bones you need.

Hmmm, well I did go back there and get the loot, but I would swear that the icon I got when I moused over the gate was the standard unlocked object icon.
