You can still recruit them just don't visit Liara.

Please explain if you can recruit Thane and Samara without visiting Liara. I would like to do this in my next playthrough to see what happens when you run into her in ME3 (having pushed her away in ME1 before Ilos, as well). I know you could just use a Save Modifier to get them, but i would rather not modify my save and do it through the game itself.
