There is a way to edit *anything* on a PC, using a hex(adecimal) editor. Unfortunately, using a hex editor on your raw save file implies that you understand the save file format and know exactly what to change to make your stats change, and may need you to take into account byte ordering, etc. So just because something (editing without the toolset) is possible doesn't mean it's reasonable much less easy.
There was one or another "cheat" site that had a Dragon Age "trainer" available for subscribed members. If you can't get the toolset installed but really want to cheat, you could do that.
Wait a moment. Why didn't you just enable the developer console and do things that way? I wrote the stuff above not even considering that there's a much easier way than a hex editor:

Your ability to buff attributes that way is limited, but you can definitely add specializations etc. I've done two complete playthroughs using mages who also had "rogue unlocked" and the Deft Hands line, just so they could open chests and detect traps even if there was no true rogue in the party.
