Nope. Not in Europe, in any case. It's 15+ or 16+, depending on the country.
I think my French box has a 18+ on it.
I found combat in ME2 (PC) better and improved but I would not call it "great". It is still mediocre compared to other shooters especially in the companion management (get stuck, does not shoot, does not take cover and get shot) or effectiveness (Shepard does the main bulk of damage while the damage ouput from our allies seems like a mosquito bite) during combat or the opposing IA (harbinger and few other ennemies only target Sheppard).
The rest was quite subpar compared to ME1:
- story : ultra-simple and too fast ; recruit ally for 90% of the game, kill bad guy for the remaining 10%... /doh
- missions : ultra linear and simple. Still expecting INTERRESTING missions related to the main plot though... (loyalty missions were much more interresting).
- side-quests : uninspired.
- discussion choice : same outpout no matter what your choices are.
- more diverse but fewer locations : the galaxy has shinked significantly.
- no exploration : seems control was bad on Xbox BUT luckily controls were OK on PC. What was really bad was planteraty layout, same pirate base and containers and lack of interresting objectives.
- no inventory : this suxx hard time, flaws in ME1 should have been corrected not removed. Dragon Age has all of that with a very extensive inventory and codex and still is a successful. I want to swap weapons with my teammates during combat or switch to a more effective gun for a particular target.. no can do... has to prepare everything before a mission, not knowing what we may find once inside...
- no ally customisation : ok we had race specify armor in ME1 and this kind of limitations was bad and I had expected them to be fixed in ME2 but no... cannnot put my coold useless bonus cerberus/dragon/inferno/terminus armor on Garrus. Does not really matter in Dragon Age if you put a dwarf armor on a humain... but in the future seems impossible
- no interraction whatsoever between teamates except for very rare cutscenes/events : what were you thinking ?
- grenades : no more except for some useless ally-power including one that was released (at a price) 2.5 months after the game came out.
And then there are things we cannot compare because there are no equivalent in ME1 (thanks god):
- decisions that carry from ME1 : emails... LOL ! WTF ! Bad dialogs based on decissions not taken in ME1... LOL ! WTF !
- Firewalter & HammerHead : LOL ! WTF !
- Awakening, Zaeed, Kasumi style dialog system : LOL ! WTF ! Hey guys this is an RPG not an adventure+shooter game...
Now the good stuff :
- Collector weapon : good weapon too bad it's exclusive
- Miniature black hole launcher : good weapon too bad it's exclusive
- Arc projector : good weapon
- Zaeed : better and more INTERRESTING speech than regular allies
- Kasumi : cool mission + interresting ally with interresting speech
