I think i'm about to pull my hair out on this one. I try to post my area and i get this:

S: 23:17:13 - Export Summary, 168 Requested, 168 Success, 0 Skipped, 0 Failed.  Please see below for more details.(E: 23:17:13 - Failed to refresh resources.)I: 23:17:12 - PostProcessingI: 23:17:12 - Exporter completed successfully for resource: genpt_approval_follower.nss
I load mod up in game and don't you know it hasn't been updated.

Now I've gotten this error a bunch of times. But before it always is accompanied by another error in the log. Usually:

W: 23:21:02 - bran.utc - Could not get sound set for the character .
or an object is missing a lightmap.

I've been able to work around this issue by creating char for the creatures and have sounds set set to false. Then with the objects i just replaced them or deleted them. But now i'm getting failed to refresh resources and when I scroll through the log there aren't any errors.

I went through this same thing the first couple days I had the toolset and i found a thread somewhere saying that reinstalling the game will fix it... well it obviously didn't and I've put too much work into my mod so far that i'm not willing to lose it. Does anyone have a solution.

You can back up your mod in Builder-to-Builder format before reinstalling the toolset.

I did that and still had error when trying to export my areas. I ended up loading up the lvls in single player moved and deleted some objects but i eventually got an error involving the vegitation. So i deleted all of the veggies posted the lvl loaded it up in an area and it finally exported. From now on water mesh or not i'm making all my lvls in single player. It seems safer that way.

Try to highlight only your resources in the All-Palette window, then just export without dependent resources. This should a eliminate your exporting errors. You can go to my video tutorial part 2 at http://www.silentcid.com and about 10 mins and 40 secs into it I do the exporting of resources. I had that problem you were having before and found this method to be easier.
