The only info I've found is that you can upgrade weapons via an enchanter, but I got no dialog options for that when talking to the enchanters in the tower.
When, where, how do I use the runes?

You'll get one that shows up at your camp after you completed the Lothering area. Just make sure you check out the whole area there before you move on. I'm not sure if you leave before fully exploring there if that could cause an issue because I honestly haven't seen another person that will enchant your weapons for you.

for me, male human noble, first time I was in camp there was a dwarf and his son there.. the son was able to enchant weapons, providing you supply a weapon with a slot and a rune.

I don't think you "can't" not get to an enchanter. An enchanter will be at your camp, and you can't get to your camp without "helping out" The Enchanter and his father. Unless, there is some way a really evil/bad character can upset them SO much they won't go near your camp. I'm not sure about that though, because I am not that mean

^Yeah, I think you're right. I have seen some complain they missed out on other stuff there due to not fully exploring the area but considering where that even is placed I doubt you can avod that one.
On a side note, why was this moved to the spoilers section? I would imagine there are others that have the same question and nothing was spoiled really far as the game goes in this thread.

Aha! I missed that when reading this topic before. I've been going around with a bunch of runes not knowing
what I need to use those runes on. Hopefully I'll find stuff that has clearly visible slots to put runes in eventually, because the game is getting pretty tough where I'm at.

It's usually Viridium (Tier 4) melee weapons and higher that have rune slots. Basic Iron or Steel weapons don't seem to have rune spaces.

You get a slotted weapon immediately after Lothering. Oathkeeper. It's so you can do the quest that teaches you how to enchant items.

Rune slots appear as black squares if you hover over the item. Generally speaking, if the weapon has a name there's a good chance it has at least one rune slot. So far the most I've seen on a single weapon is 3, although there is probably a weapon with four I simply haven't found yet.

Rune slots are tied to material.
Starmetal and Dragonbone all have 3 slots.

What really sucks is that you cant enchant armor... AT ALL... so enchanting is just a sad shadow of what it couldve been ;<

Yeah, i think Oblivion's enchanting system was better, it allowed you to enchant anything wearable and you could determine the power of the enchantment (offensive only). Downsides were only one enchantment per item, enchanting limited to mages and Sigil Stones, it was expensive (for mages), weapons had limited charges, and enchantments were permanent.
On second thought, Dragon age's system isn't that bad...

Yes, the little dwarf boy does enchantments and can count a pile of toothpicks on the ground.

After the part where the darkspawn raid the camp? reload the camp map.Everything resets to normal.
