I was. And no, she wasn't. She was very popular, but she didn't have threads that updated every half minute. And I think that Liara's fanbase equally exceled hers at the time. I don't think that's the case anymore.

In fact, the only thing that annoys me about the Tali romance in ME2 is that all of a sudden she gets nervous and starts tripping over herself while talking to Shepard. Even in that same conversation it seems like it doesn't gel with her character that well. For example if you choose the dialog option, "Wait, are you making a pass at me?" All of a sudden Tali is really confident and... kind of sultry, I think. Then she starts stuttering and blushing again.
I think making her get flustered like that was a mistake.

I bought it. Like she's trying to be assertive and aggressive but she's not very confident about it. And considering how difficult the relationship would be to work out, I can understand her trepidation at even suggesting it.

Tali was interesting in ME1 because of her backstory, culture and stories thereof. It helped that she knew more about the main opposing force more than anyone else.
In ME2 we get to actually go to that place she's talking about. There are so many reasons as to why she's still the most interesting character, now through her first hand experience instead of stories. It's a personal, human relationship on various levels both casual, cultural and professional. She gets the most screen time, and the most exposition of any other character, and for good reason. If I can look to anything that BioWare did right in this game, it's Tali.
The flustered part was pretty funny. Keep in mind: she has a massive number of reasons why she likes Shepard, so answering a question that she's thought about a lot about seems simple. The shy and nervousness is easily understandable, considering she's a Quarian "getting out of her mark", so to speak. The fact that she finds out Shepard likes her, and she's nearly dancing in her suit.

I agree with you here for the most part, though actually I'd switched "feminine and delicate" for "awkward and delicate" - she doesn't strike me as particularly feminine but she's certainly, as you point out, awkward in her interactions with a Shepard who's romancing her. I liked Tali in the first game and was definitely interested in her as a character (of all the party members in ME1, I usually ranked her, Garrus, and Wrex at the top). But I wasn't interested in her as a love interest. In fact, before I saw people talking about it on the forums, I never even considered the idea.
But the way she interacts with you in ME2 really won me over. First of all, she's clearly come unto her own by the time you meet her on Freedom's Progress (and again on Haestrom). She's no longer the young, inexperienced (if capable) girl you rescued from Fisk's thugs on the Citadel. But it's also, as you say, her comments on the hub missions and the fact that she falls somewhere between the (mild) extremes of Liara and Ashley that really convinced me to go ahead and romance her the second time around.
As for her getting flustered, it didn't really seem OOC to me, especially since it wasn't anywhere near as strong as Liara's awkward nature in ME1. For one thing, she's doing more than showing her feelings - she's putting her health on the line and, beyond even just that, she's making a risk in making a move on an alien. So she's going to feel slightly flustered.
Another important point to consider is that, when she makes the initial pass at Shepard, she's really kind of releasing a bunch of pent up feelings she's been keeping under the lid at least since Freedom's Progress and possibly longer (depending on your interpretation). I will agree, however, that her directness in that moment was as charming to me as her awkwardness later on was.
Again, it's that balance and variety that I think is important.
