*Reapers enter the galaxy, all looks lost when suddenly a bald-headed giant of a man appears on the Normandy and recovers the space hamster from Shepard's quarters*

Minsc: Finally I have found you!  Why did Boo desert poor Minsc?!

*Minsc notices reapers*

I didn't include any non LI characters from ME1 or ME2 as I didn't want to have absolutely everyone under the sun included. I think its fair to say their is little to no hope of Samara or Kelly being an LI in ME3 (not saying thats right but at the end of the day their can only be so many LI's)

Kelly is very much a LI in ME2 though.  Just because you dont get a silly acheivement doesnt mean it doesnt count. The relationship building of Shepard and Kelly is more realistic and better written than half the other options.

sorry I completely disagree - Shpehard and Kelly flirt at most, and have some dinner and "Maybe more" - that is not a relationship, its got nothing to do with love, you can't even call it a connection.

Kelly wony be a LI in ME3 as she won't be a squadmate and hasn't been a squadmate,. As for making her a squadmate, what were her skills be, flirting with the reapers ?

This is a tough one for me. For my main Shep, I think Garrus fits with her almost perfectly. As for MaleShep, I liked Ash until she acted like a complete **** on Horizon. I thought Miranda was alright until one of my playthroughs were I decided to talk to her before Freedom's Progress and heard her say that she would've put a control chip in me if she was allowed to by TIM. After that, no thanks. Hope she dies on the suicide mission. Tail is alright. Very cute personality, can see why so many like her as a LI. Any of the other LIs, male or female, hold zero appeal to me.

To answer your second question first- I meant, I'm 99.9% sure this character will never, ever, ever be a LI. At least not in canon. In fact there's a part of me that wouldn't want him to be, as it would probably go completely against his character.
And as to your first question... I have a taste for Magnificent Bastards, antagonists, and suits.
Is that enough of an answer for you? :3
