The character screen in-game... the level listed in Gibbed is 30, and it reports 31271 XP.

I'm planning to unlock her, add the needed lines in the .ini and give her a heavy pistol and SMG, Tactical Cloak and Overload for abilities. Maybe Concussive shot for Loyalty skill.
Any help on this one?

I would love to offer assistance, but I don't understand most if not all of your post:
1) what do you mean by "unlock"? what are you trying to accomplish?
2) What do you mean by "Know she is playable"? could you link some reference? the youtube video you linked just shows a placeholder for the squad selection screen GUI, while playing her unique dialog that had to be packed into area/map PCCs for UE3 function purposes.
3) A small reminder: We can only add powers temporarily with key bindings.

Why?
It's just a misuse of a QA script.
Reason: dead bodies are basically a raggdolled enemy pawn, and as such, are about a Bejillion times more complex then, say, the static mesh used for "Dead-on-arrival" enemies.
A decade ago, all We (players) got in FPS games was an unconvincing death animation, followed by the body disappearing before our eyes.
Who knows, maybe a decade from now you'll be able to pave the floor with realtime-rendered ragdolled pawns...
Whatever enhances your game experience.

Most of Kasumi's dialogue (if not all) is already on the disks. I know that at least certain areas (suicide mission being one) are playable with her placeholder model, that's also in the game. As you can see in that video, and it's second part, you can unlock that placeholder and have Kasumi as a playable character... at least to some extent.
So, my question is: how do you unlock it? Via Gibbed's editor or adding a line to the coalesced.ini ?
I know when you select Kasumi on a random, using the hack, you spawn with only one squad member - anyone else you've picked up. I suspect this is because her placeholder model is only in the .pcc packages for the suicide mission, but there could be a loophole. For now, at the very least, I want to unlock her for the suicide mission and complete a playthrough for ME3.
EDIT: This should be the file with the placeholder model from the video: BioH_Thief_00.pcc Anyone can check it out - I would, but Unreal Viewer stubbornly refuses to work on my PC?

You pick her up on the Citadel. If you're asking how to unlock her without buying the dlc, i am appalled. Buy the stuff man, and don't be idiotic enough to ask how to bypass purchasing it ON THE BIOWARE FORUMS.

Let me show you:
You have done this:
Example:

And also when editing DLC weapons, and change the file names in DLC folders.
Your suggestions:
BIOCoalescedEngine.ini
BIOCoalescedGame.ini
BIOCoalescedWeapon.ini
I did't this way:
BIOEngineCoalesced.ini
BIOGameCoalesced.ini
BIOWeaponCoalesced.ini
And it seems like both ways work, I can't get it to work your way and you can't get it to work my way. But we have got it work somehow both ways..
And that is funny..
Don't let it confuse you, now there's at least two possibilities. I don't believe there is some plan C.

He means selecable as a Henchman (-woman?). There was some way to unlock Kasumi as a NPC without buying the Stolen Memory DLC. Most (or at least some) data for Zaeed and Kasumi already came with the installed game, and were just unlocked plus a few boni with the DLCs. I don't understand the hassle, though. Buying the DLC isn't that expensive, it's just 5 bucks.

Theory: It's entirely possible the experience curve was taken over from ME1, where fixed, pre-defined values determined the level transitions. In ME2, we simply assume that the game's smart enough to 1up us once we get another 1,000 XP, but maybe the devs just predefined it this way. Meaning, if they didn't define the required XP amounts for levels 31 and above, we're pretty much stuck at Lv30 as a max.

To make things clear: No, he did NOT mean that, we do NOT discuss ways to break copyright laws.
Your concern for EA/Bioware interests is... touching, but expressing it is very unnecessary. This thread is being closely watched by management. This is just an assumption on my part of course.
Also, something to consider: your accusation implies that kasumi is some how accessible without the DLC files. she is NOT. and considering the size of the DLC_MT pack, it is quite ignorant to assume otherwise.
The placeholder kasumi in the scripted "pre-fight" scene, is generated from the normal database used for any other non-unique HMF NPC.
Consider this: Bioware modorators care about this subject at least as much as you, but they ALSO know what we are reffering to! so your accusative posts sre not needed.

No man, that's not it at all...
Mainly placeholders and voice files.
Frankly, the game data base seems to me like a filepath nightmare, forced on the developers on account of the migration to UE3. this is speculation of course, but I did read every INI and looked into a lot of PCCs. Which is no reason for making my opinion more valid.
