It would certainly be hard to add in DLC helmet toggle without the source code and models.FlyingWalrus wrote...
It wouldn't go as far as to say it's trivial, however. If it was trivial, I'm sure someone would have come up with a mod by now.

Luckily Bioware has both.
Unlike in ME1, combat mission areas and explorable areas are distinctly separated in ME2. If nothing else, I would like it if helmets only appeared in mission areas.
