The difference is Morinth is a sociopath and she'll kill you. Samara won't kill you and neither are really romanceable.

You can't romance either of them.
Both would kill an entire precinct of police officers, and don't bat an eye at killing hundreds of mercs.
Both have the hots for Shepard, if it were just possible...
The main difference is one is pure Law, and the other Chaotic.
