I loved the romance between my reneage female shepard and Garrus. Even though she is kind of a hard ass I just felt great chemistry between the 2 and loved the plot leading into the romace and the scene its self. On my male paragon Shepard I went with Miranda. Did not feel any Chemistry between them and nothing in that plot made it seem like they had chemistry together. It was nice seeing her rack but other than that I would go with Garrus, as mentioned earlier its an actual romance scene.

I still don't like how romances progress in Mass Effect. ME1 it was robotic and in ME2 there seemed to be a lot of forced "romance" with characters that shouldn't have been. Romance with Tali was just weird, like making a pass at your sister and Samara...Well that was just shamefully embarrassing.
The romance with Jack is perhaps the best one, had some emotional depth. Miranda would be my second choice, you could feel things change between Shepard and Miranda after the loyalty mission.

I thought that the Tali/Garrus/Jack scenes were really well done. They fit with the characters and were satasfying conclusions to the romance subplots. I also really appreciated that the scenes themselves were so different, verses ME1 having character-specific conversations and identical sex scenes.
Miranda's was alright I suppose, but I thought it exchanged emotional depth for more time to show off her virtual boobs, and since the question here is who has the best romance scene and not sex scene I think that Miranda's rates lower than the previously mentioned three.
Thane's is a special case for me. The scene itself was dramatic, emotional, etc. however I can't say I liked it since the romance as a whole made me feel like a terrible person. I mean, Shepard just comes along and shatters whatever peace the guy has been able to make with his inevitable death, and throws his life into turmoil (perfectly illustrated by the scene actually). In and of itself it's just as good as the Tali/Garrus/Jack scenes, but personally I don't like it.
Last is Jacob's, and I think what Bioware were trying to do was make a Miranda scene equivalent for the ladies (less dialogue, abs instead of boobs, more erotic in tone). If that was what they were aiming for though it's pretty obvious that they failed (I'm a woman and Jacob's bulging abs are more grotesque than attractive) and other than potential sex appeal the scene doesn't have that much else going for it, especially since Jacob simply isn't as interesting a character as Miranda is.

I wouldn't call the writing and acting they did as well thought out as 1's LI scene but if I have to pick Garrus then Tali though she's seemed very hurried. I hope they do 1 style tasteful acting and scene portrayal in 3 rather then the blackout we got in 2.

Jacob. As someone else said this is the only scene any of us will remember in 10 years. No other romance has become a meme and spawned countless fan videos. I seriously love the romance for how laid back and funny it is. The others can be too serious.

My personal favourite is Liara's LotSB love scene, predominantly due to the fact that the reconciliation of the Shepard/Liara romance is something that possesses a great deal of depth and emotion, and the player gets the impression that they are a genuine couple that are deeply in love with each other. I am biased, however.
